Cong may move court against Aadhar bill route

Congress has threatened to move court against Government’s decision to present the Aadhaar Bill as a money bill.

It accused Modi Government trying to bypass RS by wrong way, where it does not have a majority.

Calling it ‘colourful exercise of power’, Congress leader Abhishek Singhvi said Speaker's certificate of a "money bill" was binding in Parliament but had to be in toeing the line with the Constitution and thus justiciable.

He added that Article 110 (1) defined a "money bill" and Aadhaar legislation did not fall in listed categories.

"Failure to pass legislation due to lack of numbers can never be reason for bypassing the Upper House," he further said.

Threat of a judicial challenge appeared to make up for the fact that the amendments forced in RS were academic in nature in case of a "money bill".
